Abstract
This article highlights the necessity of Vocational Education for Sustainable Development (VESD) in municipal administrations and explains how specific sustainability goals for administrative professionals can be formulated. Despite existing federal programs promoting sustainability, sustainability-oriented training and education within municipal administrations is often overlooked. This article presents a competencemodel that supports administrative professionals in the efficient, fair, and environmen tally conscious design of administrative processes. This model is based on a domainspecific approach to sustainability and can be adapted for state and federal levels. It integrates professional fields and corresponding sustainability-oriented competence goals. The iterative development through Design-Based Research (DBR) and the practical involvement of stakeholders ensure the model’s applicability in real training situations. An important aspect is the identity-sensitive approach, which views training processes not only as the acquisition of competencies but also as part of professional identity development. The goal is to empower administrative professionals as active shapers of sustainable and democratic municipal practices.
